Vice-Chancellor
Dr. Sylvie Mucyo is currently serving as Vice-Chancellor. Dr. Mucyo has served as the Deputy Vice Chancellor at Rwanda Polytechnic, the Deputy Coordinator and student manager of University of Rwanda and Sweden research bilateral cooperation, as a researcher and a lecturer of Environmental Sciences at the University of Rwanda (UR), College of Agriculture, Animal Sciences and Veterinary Medicine.
Dr. Mucyo is an environmental scientist by training. She graduated with a PhD Degree in Applied Environmental Sciences/Solid Waste Management from Abertay University, Dundee, Scotland in 2013; a MSc in Environmental Biotechnology from the same University in 2009 and a Bachelor’s degree of Biology from the former National University of Rwanda in 2007. Dr. Sylvie Mucyo is an expert in Solid Waste Management/Biowaste management and has more than 10 year’s experience in academic leadership.
Deputy Vice Chancellor in charge of Academics, Research and Institutional Advancement (DVC ARIA) at Rwanda Polytechnic since October 2023. Prior to that, he served as Principal of Integrated Polytechnic Regional College (IPRC) Ngoma since September 2014 and Deputy principal in charge of Academics and Training at the same college since November 2012. Before joining the Academic leadership, Dipl.-Ing. Ephrem served as Head of Technical department at STRABAG GmbH/ Rwanda. He holds a Master’s of Science in Civil Engineering from the Technical University of Kaiserslautern/ Germany with specialization in Structural Engineering.
He has a BA in Economics from the National University of Rwanda and has Masters of Science in Project Management from Jomo Kenyatta University for Agriculture and Technology. He acquired knowledge and professional skills through various fields of training in Rwanda, US and Israel.
Jean Pierre has more than 22 years of working experience providing Leadership, Professional and Technical expertise in the Management of Socio-Economic Development and Educational Projects. He has vast experience in the management of High Learning Institutions and skilled in conducting Audit, Operations, Public Administration, Planning, Finance, Human Resource, Public Procurement and Assets Management.
Jean Pierre has worked as an employee and a consultant for different organizations including Government Institutions, local and international NGOs and USAID-funded project.
Today, Jean Pierre is a Cabinet appointee as the Deputy Vice Chancellor in charge of Administration and Finance at Rwanda Polytechnic (RP).
Aside professional job, Jean Pierre has over 26 years of active civic engagement in local communities and in civil society organizations supporting disadvantaged people.

REGISTRAR
Dr. Odette UMUGIRANEZA, REGISTRAR Earned a PhD in mathematics, statistics, and technology education from UKZN in South Africa in 2018, a master’s degree (statistics) in 2014, and a bachelor’s degree in applied mathematics from the University of Rwanda in 2006. She worked as a statistician for the Ministry of Labour from 2007 to 2012 before beginning her masters and doctoral studies.
In 2019, she began working at UR as a lecturer in mathematics, statistics, and scientific teaching approaches.
She has been named Registrar of RP since 2022. Dr. Odette is a researcher and data analyst. She has mentored (supervised) two master’s students in mathematics and Technology Education, one PhD student, and several undergraduate students in Education. She is still supervising postgraduate students.

Her technical values are to deliver outstanding service to everyone while ensuring that citizens come first. Her leadership philosophies include, but are not limited to, visionary leadership, excellence, good inspiration, analytical thinking, team work, flexibility, good listening, humility, wisdom, and courage.
Division Manager in charge of Institutional Development, Applied Research and Consultancy at Rwanda Polytechnic. Prior to his government cabinet appointment at Rwanda Polytechnic, Parfait was a Lecturer and Researcher at the University of Rwanda-College of Agriculture, Animal Sciences and Veterinary Medicine, Depratment of Forestry and Nature Conservation, and the Program Impact Lead for the Mastercard Scholars Program at the University of Rwanda. He holds a PhD Degree in Research Policy obtained from Lund University, Sweden with a specialization in Research and Innovation Management. He also has a Master of Science in Biodiversity Conservation and Natural Resources Management obtained from the Unuversity of Rwanda. His research interest is in agriculture, biodiversity conservation, policy analysis, innovation studies, science policy studies, science diplomacy, knowledge systems analysis, institutional management, and research impact evaluation. He has been involved in various local and international collaborative research and projects with different institutions, such as Mastercard Foundation, FAO, Sida, Belspo, Nuffic, IDRC, EU-JRC, University College London and University of Johannesburg. He was awarded by different professional bodies for his career achievements. He was awarded by the International Association for Great Lakes Research (IAGLR, Canada) as an outstanding young researcher in 2014 and he was awarded by the Rwanda Innovation Endowment Fund in 2015 as a young researcher with an innovative project to address the community problems. In the same line of research entrepreneurship, he was nominated among the top 11 African young entrepreneurs from Rwanda by the RUFORUM in 2016. He was also awarded the Rising Star award in 2022 by the Rwandan National Council for Science and Technology and the Mastercard Foundation as an emerging researcher with innovative research contributing to advancing his research field and addressing the societal challenge. He has published more than 20 scholarly works in forms of scientific articles, book chapters, conferences, and scientific and technical reports.
He is a seasoned IT professional with a strong background in education and technology. He currently serves as the Division Manager of Digital Content and Connectivity at Rwanda Polytechnic, overseeing IT infrastructure, systems, and EdTech initiatives across multiple campuses.
With a Master’s degree in Mathematics, Cryptology, and Computer Security, and various IT certifications, Ngilishuti has over 18 years of experience in the education sector. He has held various IT positions and executed numerous IT development projects, demonstrating a blend of technical skills and leadership abilities.
His career includes a stint at the European Molecular Biology Laboratory in Germany and a significant role in the Sida-supported Research Cooperation with Rwanda, where he led and completed numerous IT projects to enhance research capabilities at the University of Rwanda.
